Constangy is pleased to announce that Joseph McNelis has joined the firm’s Cyber Team as a partner. He will be based in the firm’s Philadelphia office.
Joe joins the Cyber Team, where he will represent clients in class action matters arising from data security incidents, wire fraud claims, and other privacy-related litigation. He has served as incident response counsel in over 150 cyber incidents and advises clients on compliance with key data privacy and information security laws, including HIPAA, FERPA, and the GLBA.

Before joining Constangy, Joe was a data privacy attorney and previously practiced employment law at an AmLaw 100 firm, specializing in wage-and-hour class actions. His combination of litigation and compliance expertise enables him to assist clients in minimizing legal risks in the data privacy and cybersecurity landscape, while also delivering optimal results when litigation arises from data privacy events.
Joe holds the Certified Information Privacy Professional (CIPP/US) credential from the International Association of Privacy Professionals (IAPP). He is licensed to practice in New Jersey and Pennsylvania and is admitted to several state and federal courts, including the U.S. Supreme Court.
Joe received his Juris Doctor, cum laude, from Temple University Beasley School of Law, where he was an editor for the Temple Journal of Science, Technology & Environmental Law and a member of the Order of the Coif. He earned his Bachelor of Arts in History and Spanish Language & Literature from Fordham University.
